No. There are multiple sources for this information. ARS Title 9 Article 7 requires signatures from more than 50 percent of the property owners in the proposed annexation area and those agreeing must own more than 50% of the assessed value of the proposed annexation area. In the June 12, 2023 article in the Arizona Daily Star, Vail residents divided on latest push to become a town by Nicole Ludden she quotes Tucson officials saying that Tucson will not and cannot annex us because they can’t afford to provide us services like Police, Fire, and Road Maintenance. No. We are, and will continue to be, part of Pima County. The property taxes we currently pay will still need to be paid to Pima County. If incorporated, Pima County would stop providing the services we pay for with our taxes because they would become Vail’s responsibility as of July 1st. This process is laid out in Arizona League of Cities and Towns publication Municipal Incorporation in Arizona, which says “After a community incorporates, the county will discontinue a number of services it previously provided on July 1 following incorporation or at an earlier date if the city or town, by resolution or ordinance, assumes these county responsibilities.” and “the incorporation of a small area which is an integral part of a larger metropolitan area will create a costly duplication of local services. This situation can lead to a lack of coordinated and orderly urban growth as well as a lower level of such vital services as police, fire, water, and sanitation.” The information is also found in the September 27, 2022 Memorandum to the Pima County Board of Supervisors from the Pima County Administrator Jan Lesher, titled County’s Role in City or Town Incorporation, and Changes to Services, Regulations and Revenues. If Vail wanted services from Pima County after that, we would have to negotiate a contract with administrative premiums and pay them AGAIN for any services received. We would pay taxes AND have to pay contract rates for services, more than doubling our costs.

These signs are both northbound and southbound on Colossal Cave on either side of the Tucson roadway. Why? While this road may be within Tucson's jurisdiction, the City of Tucson is contracts Pima County to maintain this stretch much like an incorporated Vail would be contracting Pima County.
It is proposed that Pima County be contracted by Vail. According to Pima County's official estimate, "The scope of transportation services includes the following: pothole patching, drainage maintenance, dirt road grading, street sweeping, traffic sign and signal maintenance, pavement marking maintenance, sidewalk/curb maintenance and vegetation management. SeeClickFix would be the application with which service and maintenance requests would be processed." (Pima County Cost Estimates)
The estimate does not include Pima County's "10-year Road Pavement Repair and Preservation Program", which would cost an incorporated Vail an additional $21.6 million by 2030.
Provisional budget does not maintain Vail roads to Pima County standards. An additional $21.6 million will be needed by 2030 to maintain roads to Pima County standards. If your road is privately owned, then it remains your responsibility. If your road is county owned, it will become Vail’s responsibility. According to Pima County Administrator’s office, as stated in the October 22, 2022 Memo to the Pima County Board of Supervisors titled Cost Estimates to Serve New Towns of Vail and Tanque Verde if Incorporated attachment #3, “The scope of transportation services includes the following: pothole patching, drainage maintenance, dirt road grading, street sweeping, traffic sign and signal maintenance, pavement marking maintenance, sidewalk/curb maintenance and vegetation management. SeeClickFix would be the application with which service and maintenance requests would be processed.” Costs were based on 138 miles of paved roads and 6 miles of dirt roads prorated for FY 24-25 at $1,711,858.00 The estimated proration of remaining budget for the 10-year Road Pavement Repair and Preservation Program based on road miles: Improve Network to PCI 80 (by 2030): Vail estimate: Pavement cost: $21.6 million. That’s $4,389.000.000 PER YEAR for the next 5 years!

Recently, IVA shared a water filled picture to sell Vail on Incorporation. Unfortunately, in a water challenged desert this is not realistic. This post only appeared for a short period of time and after a public uproar was replaced with a less water intensive photo.

Recently on one of the Social Media Channels, the above quote was written. As you would think, numerous people spoke up including IVA board members and heavily involved supporters. NONE of these people said it was a lie or refuted the poster. Instead, they made attempts to change the subject and deflect.
It is well known that incorporate Vail Arizona board members have voted for massive commercial developments in their official roles with Pima County. One is planned for the open space north of I-10 and the 83.
